Can Semantics Be Engineered for Trust and Interoperability? - Tobias Ljungkvist, CAG
Systems engineering has long controlled the interfaces between systems and actors, but the meaning carried across them is still left largely implicit, and agentic AI now exposes that omission as a trust problem. SDR4SIC is a three-year Vinnova-funded programme in which around twenty industrial and research organisations treat semantic data readiness as something that can be deliberately raised and lowered, to find out how much of cross-organisational trust and interoperability actually depends on it. The presentation introduces the programme and the questions it sets out to answer, and invites the INCOSE community to challenge the premise in an early project stage before any results exist.
Tobias Ljungkvist is Business Area Manager, Lead Consultant and Trainer at CAG Syntell. For the past 15 years he has worked at the intersection of Systems Engineering, Configuration Management and lifecycle data strategy for clients such as FMV, Saab, BAE Systems Hägglunds, Novo Nordisk and Trafikförvaltningen. He now leads the Vinnova-funded project Semantic Data Readiness for Standardized Industrial Collaboration — the subject of this presentation.

As AI capabilities advance, industries are rethinking how they operate. In systems engineering, this shift creates both challenges and opportunities. This presentation offers some practical insights into turning these challenges into opportunities for systems engineers as well as what benefits can be gained from using structured and homogenous models when working with AI in the MBSE domain.
Claes Anderson is one of the founders of SystemWeaver in 2000. Claes has an MSc in Electrical Engineering and has over 30 years of experience from deploying and using model based systems engineering solutions in industries such as automotive, defence and industrial.

Many organisations are exploring where AI fits in their requirements engineering practices, attracted by the potential to reduce rework and improve quality. The investment, however, is not only in AI. It is equally in structure, data, way-of-working, and training, since the decisions that matter remain human.
We present a set of relevant use cases where AI can support requirement engineers as inspiration, describing the need and category of the information. We also present an approach where the way-of-working is encoded into the agent's context, show what information sources the agent needs to produce useful output, and demonstrate requirement evaluation and generation across different levels of context, from generic rules to full domain knowledge. We also discuss evaluation as a first-class concern, and tool integration as a practical adoption question.
We close with a provocation: software engineering abstracted upward from assembly to intent, with AI filling the gap below. Requirements engineering may follow, shifting engineer attention toward scenarios, decisions and stakeholder goals. What does that mean for how we work, and where human judgment stays essential?
Lite om mig: Jag har arbetat med systems engineering och kravhantering i över tio år, med start i fordonsindustrin på Autoliv och Qualcomm, och på senare år på Saab Dynamics och Saab Underwater Systems. Idag arbetar inom process, metoder och verktyg. Mitt fokus har legat på metodutveckling samt förändring och införande i tekniska organisationer. Jag undervisar också i kravställning fyra gånger per år, främst för Saab. Arbetet i den här presentationen bygger på projekt med organisationer på olika mognadsnivåer, bland annat Saab och Akademiska Hus, och är delvis motiverat av utmaningen att introducera nya ingenjörer som har liten tidigare erfarenhet av strukturerad kravhantering. Jag har använt AI i mitt jobb sedan 5-6 år.

AI is changing how we work in Systems Engineering – from requirements management and analysis to verification and traceability. Celeris shares concrete experience from customer engagements: what AI can help with, and the organizational challenges that arise when it is used without governance.
We present a seven-level maturity model that charts the path from ad hoc AI use to controlled AI actions under human ownership. Through examples – including AI-driven add-ons for classification, quality review, and traceability analysis in requirements management tools, and a shared information model that creates a common language across requirements, development, and test – we show what works in practice and the steps organizations can take to move from uncertain AI use to reliable, governed application.
Maria Ericsson is Expert Advisor at Celeris Consulting, with over 30 years of experience in systems engineering built largely within the IBM/Rational ecosystem. She has held senior technical leadership roles including CTO for the Industrial Sector Nordics, Technical Director for Watson IoT and Continuous Engineering Solutions. She combines deep technical expertise with a strong record of coaching and mentoring engineering teams.
Anders Ekman is co-founder and CEO of Celeris Consulting, with requirements management experience dating back to 1994 across banking, government, insurance, and life science. He has led business analysis and regulatory compliance work on Basel III, Basel IV, and BCBS239 projects for UBS, Credit Suisse, and SEB, and served as Lead Business Analyst on a core banking development project for Riksgälden. Earlier in his career he held master instructor roles at Rational/IBM.
